You could install a Linux Distro on it and that will happily work on that machine.

You will need to create the tool on the a different PC this 14 doesn't have enough space After doing the clean install I have the latest build and 15 GB of free space on the emmc.
You can find directions on how to do the clean install on the Microsoft download page for the tool, but here is a quick run-down. Windows will now install. You will be required to re-format the drive to install during this process. Make sure you save everything you can't replace or Sync. Took mine with a high speed connection about 30 mins to be done. What a pain, this update issue is impacting HP Stream users too, and probably any "cloud based" laptops with limited local storage. Thankfully this issue hit right after I bought the Inspiron 14 and before I had anything loaded on it.
It's a lousy solution having to wipe your hard drive with a clean install. You won't need a product key because you should already be running a valid and activated Windows 10 OS. To find out what format your USB drive is, insert, right click on its drive letter, look at Properties. Another link from Microsoft forums has a solution that may work without doing the clean install, but since I didn't go that route I can't vouch for it. Pushan Bhattacharya posted that Vanessa Sohtun's Method 2 worked, with the addition of having to manually start the mentioned services.
I hope Microsoft gets their act together on these type of update issues for future releases and changes the installs to automatically use available connected storage rather than insisting it all has to be on "C:" drive. I'm not going to wipe my files every time this issues pops up.
As a matter of fact I have uninstalled the McAfee trial which should have recovered a bit of free space.First off, this laptop is an absolute joke and I can't even believe Dell would release something like this. Even better. My brother in law bought this sad excuse for a laptop and gave it to me because out of the box it's not even usable. I formatted the entire drive with the hopes of installing Windows 10 on it again and just using a 64GB SD card for actual programs since that's all that would even fit on the built in drive.
Now when I get to the Windows set up, I can see the drive in there but it won't let me install it. It keeps telling me to check the BIOS and make sure the controller is enabled but there is nothing in there to even indicate a drive controller. I reset the BIOS to defaults, updated it to the latest version, nothing makes a difference. Every time I try to piuck the drive to install to, it tells me "Windows cannot be installed on this disk. Yeah, but my problem is once I boot off my flash drive to install Windows again, it tells me it can't install it on the internal eMMC because the controller isn't enabled in the BIOS.

According to Dell, for your laptop, if the original OS was bit, upgrade to Windows 10 is not supported. It came with Windows 10 Home though. I'm trying a fresh install via the flash drive. It really seems like a BIOS setting issue but since resetting to defaults doens't even work I don't know what else to try.
I've had the same issue. The solution is to create bootable Windows 10 with Rufus utility with correct settings.
